Daily Encounter

Agents show up daily to ask about a random Fugitive. There are three different outcomes when choosing dialogue options A or B:

A - None of your business! --> A - So you're trying to trick me? 

This leads to fighting the Agent. This will rewards W-tads, a soul, and a corresponding Agent Permit for the first defeat of the Agent.

A - None of your business! --> B - Sorry sir, I really have no clue!

Ends the encounter completely

B - What do you want? Tell me more. --> A - Oh, I happen to know something...

This leads to the Agent attempting to capture the Fugitive. If the Agent is strong enough to do so (indicated by the color of their level versus the color of the Fugitive level), the Fugitive is captured and the Agent rewards B-tads. If the Fugitive escapes, there is a chance they can come and seek revenge for a variety of rewards.

B - What do you want? Tell me more. --> B - Sorry, I know nothing about that

This has a rare chance to lead to the Fugitive giving a reward as a thank-you. This can be done multiple times, the reward being either B-tads or a Relic.

What should I say?!

This is going to change day-to-day, and depends on what you have, what Agent is asking, and what Fugitive they want.

First, who is the Agent? The color of the lightning around them is the fastest way to tell what rank they are: green for rookie, blue for junior, purple for senior, and orange for super.

Next, who is your fugitive? Below is a table of all known fugitives, and they are color coded to their own rank.

So, what rewards does your fugitive offer? Let's look at Alice. Her rewards are simple, 50k B-tads if she's caught and nothing else. So, we see her rank is purple (If you're on mobile, you probably can't see the colors. The B+A Caught reward also tells you their rank. 1k for green, 10k for blue, 50k for purple) and therefore we only want to snitch on Alice to a purple or, even better, orange agent. It's possible for a blue or green agent to catch Alice, but not very likely.

But what if you want the rewards offered during a revenge fight? Let's look at Bloody Queen.. We can see her rank is blue. Since we don't want her to be caught, we can only choose B+A on an agent that won't catch her. To be safe, we'll only snitch on Bloody Queen to a green/rookie agent. Don't forget to check her stats to make sure you can beat her first!

Finally, what about the rewards for not snitching on a fugitive? For instance, Arnold. He can reward the Turing Machine relic if you don't tell on him. In these cases, it's always better to select B+B no matter the rank of anyone. There's only a chance to see the "2m remaining" that ensures you'll get your reward, but if you choose B+A and they get caught, they can never offer that reward.

In short, for B+B rewards, you don't need to know much. For B+A rewards, check the rank of your agent versus the rank of the fugitive, and make sure you can beat them in a fight if you want the revenge.

Do they come back?

There is a limited number of Agents and Fugitives, so yes. They do come back. It could be tomorrow, or months from now. But none are gone forever.

Agents

Below are the Agent types and their stats.

A note on the rewards: Every victory rewards W-tads and a soul. The Agent Permits can only be obtained from that particular agent on the first victory. The Temporary Agent Permit is obtained randomly after a number of Agents have been defeated. Presumably it can only come from the Rookie agent and the Agent Permit C-I has to have already been obtained.

A note on the rewards: The newly added agents (Galactic, Space, Dimension, Almighty) also give W-tads when capturing a fugitive (40, 60, 80, 100).

Fugitives

Note that the color and ranking system used here is arbitrarily employed here for ease of use, and is not reflected one-to-one in the game itself. In other words, though we've assigned color rankings to Fugitives, these can not technically be found in the game itself and is based only on collected data. Alternatively, Agents do have an in-game assigned ranking, listed more clearly in the Agents section.

Fugitives are colored by their presumed level, and therefore how likely they are of being caught by the corresponding agent. The stronger the agent is in regards to the level of the fugitive, the more likely it is to be caught. Keep in mind this is only a chance and there is always a chance a fugitive will get away. For example, it's possible a Rookie will fail to catch a green fugitive, etc. The relative levels, rewards, and strengths are shown below.

The chance for a fugitive to show up for revenge or rewards is small and not always a possibility. When the B+B option shows "Mail exchange ends" they definitely will not show up for a reward and when it says "2 minutes" they definitely will. There is no way to tell if they will show up for revenge. It is always recommended to select B+B when it says "2 minutes" because this provides good rewards.
